M. Ellis motioned to approve the special meeting minutes of 11/1/10. E. Standish seconded the motion. All in favor. Motion carried.

New Business
PZC2011-3 Application to Amend Special Permit and Amend approved site plan to upgrade diesel dispensers at 327 Ruby Road (Map 42 Lot 45 Zone DC) Owner: Royce Properties LLC Applicant: CoreStates Group (Received March 1, 2011 Public Hearing by May 3, 2011 Decision within 65 days after close of P.H.)
Application was received. A discussion was held on the proposed work to be done. A discussion was held on holding a Public Hearing. A discussion was held on the phases in which the work will be done. S. Yorgensen said the applicant will be in on March 15 to present the application to the Commission.
M. Ellis motioned to set a Public Hearing on April 5, 2011. J. Poole seconded it. All in favor. Public Hearing has been set.
PZC2011-4 Application to Amend Special Permit at 15 River Road (Map 5 Lot 3 Zone DC) Owner: Amy Moore Applicant: Frank Demao (Received March 1, 2011 Public Hearing by May 3, 2011 Decision within 65 days after close of P.H.
Application was received. The tattoo place wants to move from his space to the space where Smoke and Leather once was because it is a bigger place. The applicant will be at the next meeting to talk to the Commission. The Commission agreed that a Public Hearing is not necessary. This item was tabled until the next meeting.

Town of Willington material storage area located at Ruby Road (Route 320) (Map 42 Lot 49 Zone RL)
M. Ellis motioned to schedule a Site Walk for April 19, 2011 at 6:30 prior to the scheduled meeting. E. Standish seconded the motion. All in favor.
Proposed sign change at 327 Ruby Road (TA) (Map 42 Lot 45 Zone DC)
A discussion was held on the sign lighting and the wattage. The applicant was not present for the meeting so this item was tabled.
Natchaug Basin Conservation Compact- letter of endorsement.
J. Poole said this started with the development of the Plan of Conservation and Development in Chaplin where the Natchaug River was deemed to be a valued~resource to the~Town.~ The~Chaplin Planning and Zoning Commission held a~meeting in January that he attended.~
J. Poole questions why they would bring it before the Willington Planning and Zoning Commission for endorsement when we haven't seen the details of what is being proposed.~ As the regulations were written in January they~have the potential to have an impact~Willington residents. A discussion was held. The Commission voted not to support this and not to write a Letter of Endorsement.
Draft Subdivision Regulation/Zoning Regulations to Complement/Moratorium
A discussion was held on the changes recommended by Attorney Mark Branse. If after discussion the Commission agreed upon them, J. Poole made the adjustments to the Draft Subdivision Regulations/Zoning Regulations. A discussion was held on PDF files and the GIS System. Commission decided to leave old wording since the information should be workable within the Towns GIS.
P. Nevers motioned to take this document, with the changes to be made, to Public Hearing. W. Parsell seconded the motion. All in favor.
M. Ellis motioned to set the Public Hearing on May 3, 2011. P. Nevers seconded the motion. A discussion was held on the date. All in favor. Motioned carried.
A discussion was held on the Moratorium. M. Ellis motioned to set the Moratorium for April 19, 2011. J. Sullivan seconded the motion. All in favor. Motion carried.
Staff Report
A brief discussion was held on Love’s Travel Stop. S. Yorgensen said they will be coming back before the Commission.
